HELP! Craftsman generator

Craftsman (generac) 3500w generator overcharging. Is there anything other than rpm or voltage regulator that can be causing it. With the hertz at 50 it's still above 120 vt. I've already replaced the voltage regulator.

Voltage is not dependent on rpm. OEM regulator?

I would suspect that. Every regulator I've installed there is a tiny screw to adjust voltage to spec, might be worth checking. My main attack route is to get a service manual and just start checking everything out.
