Can't post in User Manual Forum

Hi all.

I was wanting to post up in the User Manual Forum and did not see a "post new thread" button.

Do I need a certain number of posts before I can post there?

The reason I ask is that I have a few manuals that I would be willing to share with people, and was going to start a thread to that effect.
