My Dolmar PS-311TH is a Maruyama at heart, she is slow compared to my PS-3400.

Just saying.

So far all on all 2-stroke OP equipment I encountered the specified "max engine rpm" IS the maximal rpm the unit will achieve either through coil limit or carb limiters.

To me, these figures are pretty standard for chainsaws (of this size).
Recommended maximum speed with cutting attachment: 12 000 rpm

Engine power to ISO 7293: 1.04 kW at 9500 rpm

Max rpms under load aren't the same as max rpms not under load.
This maximum RPM value (with the cutting attachment), which is given in technical data or service manuals, is the equivalent of, for example, the red line on the tachometer in a car. Once this rpm value is exceeded, the manufacturer cannot guarantee that the engine will not be damaged.

In a chainsaw, for example, this value may be set/programmed by the manufacturer in the ignition module.

On the other hand, in user manuals or technical data, manufacturers practically always specify the maximum engine power and the rpm value at which it is reached. Some also specify the maximum torque value and the rpm at which it is achieved, or at least the rpm without specifying the value of the torque itself.

Of course, the maximum torque and power values are achieved under load and with the throttle fully open.

Those 9500 are most likely no load, which would make it a slow unit under load.

Now, this is not too bad as it will increase engine longevity.
But it will be slower in cutting performance.

Maximum (recommended) RPM is 12000. The 9500 rpm is the speed at which the engine reaches maximum power. For example, at 11000 rpm the engine will produce less power than at 9500 rpm.

Why they'd short sell their own products is a mystery to me though.

The manual they supply for download states 12000rpm max.
