I bet they have something to do with the rivets for a replaceable sprocket nose....
Both of the numbers on the bags are bar/chain gauges. I'll go out on a limb here and say you could use them to peen the rivet on a replaceable sprocket nose. Different size ball for different size rivet. Some rivets have a concave end on them.

Could be but sure seems odd to peen or set any rivet with something like this given the vast styles of rivets...with rivet sets/rivet sqeezers/rivet punches whether manual, hydraulic, or pneudraulic in today's industries.

Maybe I have it backwards... I guess you could use the correct size ball to press the rivets out too, ensuring a clean hole.
