More like the clutch drum wasn't lined up with the worm gear arm during assembly. Been there and ruined the drum and worm gear for my trouble.Could the clutch drum notch have been defective (ramped edge) allowing the worm gear arm to slip out?
If it were me, I'd install the drum over the needle bearing/crankshaft and rock it from side to side to check if the bore in the drum is OK. In my case, the bore was galled out by the drum rim riding on top of the worm gear lever instead of being engaged.Thankfully it looks ok.
