Should,, turns over nicely,, needs the model A coils and a going over, one slip ring brush is missing, I got it from an estate, no history.
This is one restored.

Drag Chain behind a farm implement to smooth out the bumps like a Harrow .. Old school farmers liked it just before seeding alfalfa or clover.
Really leveled a field and made it look GREAT/PURDY.
Not sure that they weren't used to cover the seed as well.
Not recommended to Use REVERSE.

Agreed. I've seen some made of all chain or iron rod. On this one there were probably wooden crosspieces bolted/riveted across the width of it, at the sheet metal plates, before they rotted away.
