If he is not selling them which would require an entry and not using them for profit- a green card- then he should not have an issue-- just has to declare them when he gets to the border. Snowbirds bring all their stuff when they move to Florida in the winter and back in the spring.
He may want to make a list of the saws and what he is bringing in and have it recorded/registered when he leaves Canada so he doesn’t have a problem bringing them back.
