Would you use a hiway gasket over the note book paper gasket in the pic?

Just be sure whatever gasket you use is made from real gasket material. Strangely, the 044, and 046 are the only gasket sets that I've seen that have this white case gasket. All the others have good gaskets.

Ok good to know the old oh26 had a hi way gasket and seal set put in a couple years ago about and they are holding up nice so far
