I will get it cleaned and an oem kit in it, does anyone know wherre the meterig level should be, does it finish flush with the carb body.
It will be flush with bottom of the chamber on the zama that’s on it. Odds are that’s correct anyway and the carb is just plugged, if you don’t have an ultrasonic cleaner just be careful around the check valves ect with too much pressure from air because they can get damaged. The two dark spots are the pins that need removing to get limiters out.

Low hour ms460, picked it up cheap due to the damage around the clutch.
The remnants of the clutch spider is stuck, Ive had a socket with a breaker bar and then a 1/2 drive rattle gun, still won't undo (yes im going the right way).

Warming it up some and spraying a good penetrant like areokroil or liquid wrench may help loosen it also.

This is the mechanic in me.... bigger rattle gun would likely get it too (assuming the OP hasnt hit it with a snapon mg725 or the like yet🤣) them things will loosen just about anything...i have had a few stihls in my day that needed the 725 to get the clutches off as well...

I almost find it better to leave the clutch assembled if possible, as theres then more rotational mass as well, which helps spin it off... same concept as a heavy socket for impact vs normal impact or chrome socket

Anyone ever heard of or used at Tillotson HE28 carb for an 044/ms440?

I did a little research on this, found a lot of Tillotson application charts, but none reference the HE-28A. Based on this section it could be assumed that it was an aftermarket offering. I would probably reach out to Tillotson to get the real facts.

Just FYI I have cracked a 044 piston with rope in the cylinder when trying to unstuck a clutch!
