Another thought .If you dimple and "glue " everything in place one more step .Dimple the edge of the seal pocket with a center punch .It will displace the pocket a little bit into to the seal .It should work the same way as "staking " a replacement valve seat in a 4 cycle engine .Little tricks like these go back to the model T Ford which predates me .

Alright I have the crank seal seated well on both sides. I am reinstalling the ignition should I set it all the way counter clockwise, all the way clockwise or in the middle?

Try and determine the original position (from the marks left by screws) and secure it there.
