Okay so i cleaned the carb and installed new gaskets and diaphragms and installed a new air filter.
The carb had an air leak which has been fixed.
I installed a new WCS exhaust just for fun.
The saw starts and idles fine with no apparent issues.
However, now it won't rev up fully. It sounds like its only hitting about 9000 rpm. I dont have a tachometer yo check but its definitely not reaching full rpm.
Adjusting the high screw makes zero difference.
I checked the throttle mechanism and its working fine.
Any insight would be appreciated.

Not to disparage any individual rather people in general including myself, I find that 9 times out of ten that the last place something has been worked on is most likely the first place one should look when things aren't running well.
Not that there's not ones with seemingly never-ending list of issues that keep you going from one thing to the next, they exist, just not as common.

I look for a LOT of misplaced things and When found "I say Found it" so nobody is still looking for it a week later.
If anyone was looking i usually hear ?Where'd Ya find It" My Reply some times is "Where I had it last" OR The Last Place I LOOKED"
I can now add a Third Snarky. for a break in the monotonous routine of Life. With a minute phrase modification I can reply
"The Last place it was known to be and should have been the First place I searched"
HAPPY AFTERNOON to you @Stump Shot and Thanks for the words of Wit&Wisdom.
