Lack of wind and if the sun is shining it will make it feel warmer than actual ambient temp.

never heard of that before when it is cold. It obviously makes sense when it is hot and humid

We see it from time to time in the winter.
The "heat index" will work the same way as in the summer and the "feels like" temp will be higher than ambient.

Nah, 0600ish here when I typed it. But I was in Australia for ten days on holiday recently so different sleep patterns and a three hour time offset maybe upset things routine wise?
