This is more than likely immigrant workers that don’t have insurance. Vehicle insurance is required in MN, but most of them don’t buy it, and when there’s an accident they just flee the scene if possible. They’ll get caught sooner or later. More than likely they’re pretty banged up and hiding on a nearby farm.
