Put a new solenoid on it. It will not push the throttle linkage to the idle position. When you move the throttle linkage by hand, it is really stiff. I am wondering if something has gone bad in the governor?

Rodent or insect nests Blocking the sail flag perhaps or rust on pivot point of same. Have had spider webs cause problems with HVAC units as well as foreign materials.
