Its a GIF file, I don't think there is anything that can be done to disable viewing or prevent them from transitioning from image to image from personal settings.

If you use a browser derived from Chromium (e.g. Google Chrome, MS Edge), you can install the AnimationPolicy extension.

Animation Policy - Chrome Web Store

Run animations only once, or disable animation completely.

If you are using Firefox or a derivative browser:

Enter about:config in the address bar.
Search for image.animation_mode.
Change normal -> none.
