Dummy Decomp Valve

Has anyone here seen or heard of a genuine Stihl decompression valve not having a vent drilled in it?

I have seen that, although it wasn’t dummy. The air came out around the shaft. I don’t remember if it was on a Stihl or Husqvarna.
