I've never dealt with the outfit/gentleman in question, but if he's a businessman he should have been able to at least reply to email inquiries about outstanding transactions. He was able to fight a refund attempt from the bank, but not converse with the buyer, who paid extra for expedited shipping? That seems strange to me, and the buyer should get a full refund on the shipping, which obviously was money wasted. If he paid for expedited shipping he was needing the part in a hurry. I'd be put out too, given how the whole situation has played out. For Pete's sake, just take a minute to talk to/email the buyer.
I once ordered a custom holster from a vendor on a firearms board who was considered a fine, upstanding guy by all the members on the board who had had good dealings with him. Then he fell into bad times, his wife had health problems, and he was spending all his incoming order money on health care, while still taking new orders, but never making any holsters. This didn't come out for several months as more and more people became concerned about their unfilled, paid-for orders. Bottom line, a whole bunch of us never got our holsters, never received any explanation from the seller, and he basically disappeared into thin air with thousands of other folks' money. I understand healt care is expensive, and initially he may have intended to make it good eventually, but by continuing to take new orders he was just flat out stealing.
