My understanding of friction modifiers is that they are used to smooth shifting. IE they allow the clutches to slip a little before engaging. Never heard of a friction modifier that increased friction.
Regarding ATF I believe the priority is more in reducing stick slip actions that can occur when transitioning between dynamic and static friction, so not specifically promoting slip itself, but allowing the slip that occurs in a shift to stop smoothly as the gear shift completes, secondarily keeping absolute friction reduction to a manageable degree for clutch grip once engaged.
