Coming from an auto background it's a regular scraper, a carbide scraper, a razor blade or for silicon type sealants, a small wire brush.
I won't use anything like scotch Brite pads or sandpaper unless the component is able to get fully washed. I used to replace engines (the old 350's, 305's, etc) quite often after someone did intake gaskets and used a scotch brite pad on a die grinder. All those fibers ended up in the main bearings after about 500 miles and ended up spinning bearings.

I use a dullish razor blade.
This is what i use.... dullish razor blade held at 75-90°from the surface being scraped, if you go shallow it will gouge the material, but held almost vertical it simply scrapes old gasket material and sealant off the surface

If thats not doing it, then i reach for the white ceramic oxide bristle rolocs...

razor blade is what i have always used. i like the formica idea. but have used a razor blade or chisel for years. i havent ever tried the little rubber finger things i dont know what they are called but they look like they would work well
