@Chainsaw Jim I set the L at one turn out as a baseline and attempted to get it to run by leaning and richening way more than that screw should ever be turned with little to no results.

The way you are describing it now, definitely sounds like an adjustment issue. The 1 and 1 turn out for H and L is a guide, but you are using a different carb (Chinese knockoff).
You have to keep trying until you get it. Back the LA way out and keep trying.

i am like al and keep spare carbs around i just did a 026 took off a 194 and put on a new 194 ill rebuild the old one for a future project time just wasnt on my side then

See if you can get a good working carb and try it to rule out other potential issues. See if the saw runs correctly with the good working carb. That would be the next logical trial I would think.

I put the Tillotson back on and now it runs like it should. Freaking Chinese garbage... the coil wire feels broken right where it screws into the coil. I bet that was the problem all along...

Just replace the coil wire.
Glad to hear the carb took care of the issue.

Would an inline spark tester have detected this? I try one prior to leak testing on saws with odd issues.

It was sparking, but it was apparently intermittent. I had pulled the plug and layed it on the cylinder to check for spark and it looked okay. It wasn't okay enough though...
