Splines to keep from rotating during install and adjustments.
Hole pattern plus the 2 pins in the big end and the thread pitch make me think something gets set to a spec and the pins would be (re-)installed after final adjustment.
Tapered end. looks like an O-ring grove possibly.
The flats seem more likely to be clearance cuts due to layout of whatever this fits into.
The taper and seal grove(?) makes me think that you shouldn't put a wrench on the flats.
Holes in the mid region make me think of inlet ports.
Interesting that the holes aren't debured like the rest of the doo-dad.
Not sure what the four(?) dimples are for though.
