Why would it have two metering lever springs wrapped together?

Like you said, an oops on the line, or maybe someone's home brewed solution for trying to correct a leaky inlet needle??

Some of those older Tillotson kits had several springs available and people would install them meshed together since they were that way in the bag.

The dual inlet springs were the problem all along.
