I suppose it is the same in whole Europe: If the hitch is removable (i.e. you can remove it by hand without any special tools) it must not be attached while not towing. For example:

I always remove mine anyway. They have a tendency to disappear. I also say words, not meant for children to hear, when I walk into one.

When I walk into one, none of the words are fit for anyone to hear , even my pup runs and hides.. There is a 2 5/16" ball on a drop down mount out the back of the truck since yesterday morning. So far it hasn't bit me, yet, but the day is young.

I used to have an old Toyota truck with the fuel tank on the right side so I would have to walk around the back of the truck to pump gas. Sometimes there would be an attractive lady pumping gas on the opposite side and I would walk into the hitch every time. I've had bruises several times because of it.
