So it was just flooded? I wonder if the Rings were washed and comp will come up once they get coated with oil again?

Flooded is most likely.

I hope the comp really isn't that low. ...can't imagine the rings are that worn. There just aren't that many hours on the saw.

Did you cross check the gauge I use two or three and compare readings also you can plug it into your compressor line and use that gauge also to compare readings. check the sealing area of the screw in adapter on the gauge for rips.
