Thats a big project, best done with a crane.
In grand rapids you just call the city and they will come out and inspect, then they give the owner a notice that they have to remove the tree if its dangerous which obviously that one is.
I do some tree rubbish cleanup for a guy in the city, his neighbor has a red oak that is at least 4.5' DBH, its half rotten and continues to drop smaller branches on his home. Hes already made three claims on his homeowners policy

. They called the city, the last time I was there the neighbor asked me if I called the city because they told them they needed to remove it, I said nope I'm just cleaning up some limbs over here. The guy I worked for asked how much to remove it I said 8-10k for me to do it $$$$$.
The one in your picture makes some of what I've been dealing with look like childs play.

View attachment 200437 So I started by removing all the damage under it to clear the way and so it didn't get any more entangled.
This locust had stress cracks all through it and had a lot of pressure back on the stump, only managed to get pinched once cutting the stem from the stump and twice dropping the stump, glad I was able to pull the bar right out.

Then I dropped the red oak that it was hung in, yep hanging out in the danger zone.
View attachment 200440 I wasnt to concerned as there was more down pressure from the hanger than side pressure and I hing with the back cut right til the end.

Then I made a bunch of vertical snap cuts at 4' so I could get nice 16" rounds out of it when bucked up. Lots of pressure on the oak then, but got it done and no pinches.
