Mine must be older, it does not have that funky brake. Probably the problem.

@leadfarmer looks like it has a disc drive along with the clutch so the disc drive drives the clutch and in turn drives the chain
I did that an at that point the clutch is engaged an spinning

So it should rev up the same with break engaged?Then the brake mechanism in the cover is not disengaging.
I don't know we was hoping you had worked on one@dall, those brake covers have a procedure for resetting them?
the disc drive is probably slipping and not giving power to the clutch and why you can rev it up and no chain spinSo it should rev up the same with break engaged?
