Yes, it is some type of flow meter.

At first I thought the whirly thingie was a bit.
I think its got something to do with gas. Those fittings look like gas fittings.

As did I, the top portion appears to be a non conductive electrical box.

That company seems to make lots of "flow" related items. But couldn't find anything for sure.
