They mounted a close-sized tire on the wheel for me to get the truck out of the field today, and back to the shop - supposed to have 50mph winds later today and tonight, with a windchill of -20.

That's because it's a totally different design. The whole column moves on that and the wiring runs along the outside hidden by covers.
Back in the square body days just the top part of the actual column moved and all the wiring ran inside of it.

Your comparing a newer vehicle to an older one. All the similar vintage columns of your Toyota are much the same. I'd wager I haven't used my tilt column pivot pin puller in close to 20 years.

I dug it out of the frozen dirt. Come to find out, that was a cattle lane 40 years ago. They just knifed in manure a couple weeks ago, and that probably brought this sucker to the surface.. Farmer feels bad - before I could even get my truck to the station, he called and told them to bill him for my tire. I told him not to worry about it, but I’m not going to insult him if he insists.
