I’ve been in rock quarry’s waiting to get loaded with the dump truck, and watched a Class D licensed driver with a Ford Ranger get loaded so heavy with crushed rock that his front tires were just about off the ground. He paid for it and left, and didn’t do anything illegal, yet if I were to haul 100 lbs over weight, I would get fined.
