Best penetrant is a spray bottle with equal parts ATF and Acetone. Just make sure to shake well before using, as the two dont mix, they emulsify.
Whut I'm sayin is, they dont blend smoothly like Jason and Dalice....

Its not necessarily the propellants, it's a cap on the level of VOCs. Which means anything containing any sort of solvent is gonna be watered down quite a bit.
