That is a multi pair telephone cable.
However many pairs there are in there, each pair has a "tip" and a "ring" side.
When a call is made, you get somewhere close to 90 volts DC on the ring side. That Will get your attention if youre in the ditch splicing and get a bare spot.

lol still low voltage to me and yes ive been shocked by it when water line guys tore out phone at my buddys house and i got them spliced temporary for him the outer covering was sharp though

It is. Made of an aluminum type of foil if I remember right. PVC outer jacket. Most has some sort of slimy crap in between the pairs to keep corrosion down.
Yep, it is low voltage, but it doesnt feel like it.
I'm actually a licensed electrician still, though ive worked on overhead cranes for years.
Never cared for high voltage. Medium is bad enough.
Ive felt 277, 575, and everything below that. Not a good time.
