Oh! So maybe Alaska saw it. I thought maybe it was for some kind of dredging crew. Makes since now. I wonder if anyone has turned it into a personal sleigh or something. remove bar and chain replace it with a track and then stand on a snowboard.

It's for cutting in the "snow void", the pocket created around trees in heavy snow. The power head rotates independently on the handlebars.
