Between the red case and black clutch cover. This is a Jred 2139t and same in Husq 338xpt. Never seen this. It's a piece of foam right against the cylinder. What is it protecting and how necessary is it?

Some saws are shipped with some type of packing or other around the bar stud area. When bar is mounted up that packing is removed. Maybe something else though going on? I always ship out the saws I sell with some type of hardware, washers, or cardboard secured between the clutch cover and saw chassis.

This isn't just within the clutch cover. It's buried inside. It even has a part number

It is probably a dust seal to keep debris from building up around the crankcase. If you have ever had an old saw with a horizontal cylinder like the top handles you will notice how much crud accumulates between the tanks and the cylinder. The 10 series mccullochs pack on a few pounds in this area over time.
