090 decompression setup replacement

Just got in a real nice looking 090 and didn't have any compression to speak of- turns out to have a shot decomp valve, tried cleaning it up and putting it back in and it still leaks, thinking I should replace the whole setup but cant seem to budge the threaded in part that goes into the top of the cylinder, - any ideas on getting that part out- thx
