I believe its the opposite. Filter gets clogged, less air gets in. It leans the engine out to maintain rpm.

And when the temp changes, humidity changes, altitude changes, load changes, oil ratio changes, fuel changes etc.

It doesn't. It adjusts for the variables that effect fuel to air ratio on the fly.
