Stihl versions of the Walbro HD red limiter caps have to be turned to the correct position so the little tabs on the side line up with the notches in the metal.
I use a dental pick modified into a little hook to wriggle themout.
After some careful wriggling and pulling they'll lift right out with little to no damage.
The retainer will also come out if you pry up lightly, alternating from side to side. Too much pressure and it binds.
A lot of crud builds up in there, so it's a good idea to remove it for a good cleaning before removing either of the two screws.
