our rural electrical coop here will drop the tree if within range of the lines for free....but cleanup is on the landowner. They even brought out a dozer to pull one over just behind the house.
With that many weights on the front it had something heavy on the three-point would be my guess. A heavy drill or planter probably. Check the draft control shaft and seals and the bottom for wear. Common problem on the deers.
