How long should I wait before bugging USPS about package

I had a letter tour the country for a month. It was post marked on the opposite of the country from where it was mailed.

usps is so slow here that our local electric coop sends out monthly bills and they are past due when and if the customer receives them.
18 to 20 days for a local letter.
Ordered a small package of gun parts out of Utah (letter size) and they left Idaho the first of February and arrived last Friday.
Usps is the last choice for shipping.
