What your asking for is reasonable and is the way business should be conducted. Jim hasn't in him to be reasonable at this point and does not know how to conduct business with regard to written proof, receipts, or near as I can tell, records kept. And his memory is to be seriously questioned. He is stealing and knows this. Anyone who deals with criminals sees this "divert the topic" used as a general method of operation. Most folks don't call them on it, I'm glad some folks still do.

No.....that ain't how any of this needs to be handled.

If someone were to show up at my house with a bat, I'd reply with something that made a hell of a lot more noise.

The way that needs to go is with a visit to the local sheriff's dept first. Then get an officer to go with you to visit Jim with the intention of getting your property back. Period.
