Supposedly the bottom thread will deform to lock the insert.
I would contact Time Fastener and ask about a Big Sert for a spark plug. They make them for head bolts.
Or maybe you can cut a fresh seat (their tool), and install a new insert. The one you have may have lost it's ability to lock / temper / whatever.
I've had fantastics results installing Keenserts, which lock using a similar principle and use standard threads that are non-proprietary.

I found after they have been there a while the cabon get's around them and
they seem to stay there. But they are a bit of a problem cause they have to be
tighter than what you are going to torquethe plug up.
