Quick dumb question

Good evening folks. I have a quick dumb question tonight. I’ve seen it done a lot on YouTube, but I want to confirm if it’s safe for a small engine from like a snowblower or one of them little Chinese diesels on Amazon to run just unmounted on a surface like wood or ground. I know the surface doesn’t matter but is it ok for them just to run regulatory with no belts or pulleys hooked up?

Just make sure not to over-reve the motor, remember it has no load on it to keep the RPM down.
