Problem finding the "correct" TDC for valve adjustment on Tecumseh LV195A

I have limited experience adjusting valves on OHV type engines, but I always was able to find the "correct" TDC where both valves are closed, in order to make the adjustment.

On this Tecumseh LV195A-361570D, it seems that the valves are both closed on both TDCs.

I made a video here showing what I see. I pause at each TDC:


Is it supposed to be that way on this type of engine? Just trying to make sure I do the process correctly.

Trying to find "correct" TDC is horsesh*t. At times, the ACR screws with the adjustment.
For years I've adjusted the valves by turning the crank until one valve is completely open and adjust the one that is closed. 100% success rate.
