Not quite sure.
It's here for a no crank condition and that's stuck in one of the circuits that should have the starter relay installed.
No clue where the relay is..

the access is better from the other side. Ie tie a rope and drop bits of it in the lake and then pull it out with a truck.. fug doing it from the other side and pulling by hand

i have allegheny power /first energy
we was supposed to get a refund on july bill but it was 40 bucks more in july
