3650-21 is the number for the kit, which includes - Impact, ONE 2.0 battery, charger, and tool bag.

3650-22 is the same as 3650-21, but 3650-22 has TWO 2.0 battery's.

It's a numbering system Milwaukee has. I just happen remember all the numbers off the top of my head.
