Good luck with that. I use a 10-50-40 rule. 10% are outstanding at what they do, 50% are adequate, and 40% you wish you never dealt with. I made up the numbers as I didn't do a study with data, but it is close. I would rather pay the book rate for the 10% guy, than half price for anyone else. The book rate is incentive for guys to get good and bill extra. Kind of like piece work. I want people to be good at their job, I may need them to operate on me someday.
