Looks like you got an older style Oregon spinner and breaker, along with a Granberg style clamp on file guide.

All good stuff, although, there is clearly some rust involved. I would disassemble, and clean off all of the rust, using ScotchBrite pads under running water, followed by soaking in vinegar or citric acid, or a commercial product like ‘Evapo-Rust’.

Parts for the older, Oregon spinner and breaker, including punches, spinner anvils, etc., used to be available from Oregon.

I have the parts diagram for newer Oregon spinner breaker sets, but not for those models. These may help, although, the part numbers (and shapes / appearance) are different.

I have had good luck with evaporust on old saw mufflers. You can re use it several times too, just funnel it back into the bottle.

Harbor Freight has it for about 9 bucks

The breaker does move seems the old feller greased it up before putting it in his shed. The spinner is free where you “spin” the clamp is frozen. I’ll put some on on it. See what happens. Looks like fine thread with no pitting. Should break loose.
