Is there enough room for the chain to rotate if this is clamped to a bar? I wonder is it is used to hold a long bar off of a work surface so you can sharpen a chain and with it around and without having to list the bar each time you rotate to the next link?

Mystery solved. @heimannm identified it on AS; it's a bar clamp from a Comet diesel, and I had three Comets when I was living in Italy, all sourced from Sweden. If I recall correctly, one of the saws came with a spare clamp so I kept it in case I ended up with a Comet that was missing the clamp.

What is the purpose of the bar clamp other than clamping to the bar? Or what does it do that you need to clamp it to the bar?

It looks like one of those things used to narrow the bar groove, after the chain gets sloppy. Crank it down a little and slide it back and forth.

It is a "stump vice" and they are supposed to have a spike on the bottom of the "U" to stick it in a stump and them clamp the bar in the vice while you file the chain.

The spikes are almost always broken off.
