Change the fluid when You notice it start going acid - at the latest.
If Your fluid is that milky due to a high mix ratio then that's great, the water in it is what picks up and arrests impurities - the more oil, the better on the long run.

Fresh healthy fluid no problem,.
Acidic one leaves burns on the skin, discolors clothing's, the mist and fumes burn in Your eyes and nostrils, also cases Your machines paint to fall off and accelerates oxidation - nasty stuff!

The sump is in the knee of this mill so it holds less than 5 gallon. I have to add a fair amount percentage wise to keep the level over the pump due to evaporation and other coolant loss. It stays pretty fresh. I'm running around 10-8:1 of Qaulichem 260.

I have a belt skimmer I use to get rid of the tramp oil to keep the bacteria at bay.

Sounds like You got Your machine under control! :)
8-10:1 is indeed a quite high ratio.
And true, evaporation is high in the summer, more moderate in the winter.

You guessed it, 12.9 grade again.
I love this stuff, behaves tough but is totally processable and leaves a decent finish.
I am curious to find out how it will behave in the application I will try use it for.

Dry milled, no liquid cooling - couldn't get the machine messy due to another workpiece already setup on it.
Carbide mill bits did great.
