Briggs and stratton portable generator

Have a Briggs and Stratton P2200 portable generator and the engine speed will not pick up under load. Does anyone know how to test the stepper motor on the carb or what the voltage to the stepper motor is supposed to be?

Can't find a P2200 service manual but found a P2000 service manual that goes into detail about the stepper motor.
