does it have the reset button on the plug i have seen alot of those go bad also
Multimeter on ohms. Pull one wire off the overload to isolate it then put one lead on each side, should read the same as if you touch your leads together.I dont know a whole lot about testing sruff. What leads do i put it on and what setting on multi meter.

Yes i have hear that too. Can hold 300 plus voltsBe careful with some appliance capacitors ,some need discharged before servicing or can be deadly from what i have read .
Will it be charged with voltage.All checks out so far.
You can test your capacitor (large silver, 3 terminals) with an ohmmeter as well.
First ground all terminals with a screwdriver, then pull any wires from common terminal.
Terminals should read c, h, f.
Put one lead on common, one on h. You should get a reading that gradually changes. Reverse your leads it should reverse.
Repeat for f terminal.
Check for any grease / swelling.
Close enough.- edit- exactly right.Does this make any sense?

Even reading resistance through your meter to ground will discharge a capacitor. This is a dual run capacitor. Start capacitors (higher microfarad ratings) are the ones that bite).
